The 1991 Census generated 23 million census forms (weighing 850 tonnes and occupying 17 miles of shelving!). 85% of these were processed in a specially converted factory in Glasgow, the rest in Titchfield. The task of processing forms employed around 2,000 staff and involved four stages: coding, keying, editing and imputation.
