Why is completion of the census form compulsory?

In the UK, the completion of the census form is compulsory and failure to comply with the legal requirements can result in a fine. The census is an extremely important source of social statistics and is the basis for national and local policy and resource decisions. If all forms are not completed and returned then the results cannot be accurate.
