The Babylonians and Chinese used censuses for military and taxation purposes whilst the Egyptians used the census to help plan the building of the pyramids. One of the earliest mentions of a census is provided in the Bible. The census ordered by Caesar Augustus required people to return to their place of birth, hence Mary and Joseph's journey to Bethlehem.
